University Microcredentials

 

In a session held on 21 December 2023, the Delegated Commission of the General Conference on University Policy adopted the Agreement for the Approval of the distribution criteria corresponding to Investment 6 of Component 21 (C21 I06). This investment is allocated to the development of university microcredentials as part of the addendum to the Recovery, Transformation and Resilience Plan for financial years 2023, 2024, 2025, and 2026. The project was approved by the Minister for Science, Innovation and Universities through an Order issued on 27 December 2023. As a result, the Community of Navarre was allocated €652,271 for the issuance of microcredentials through its public university, UPNA.

Presentation

By Resolution 62E/2024, of 30 April, the Director General for Universities of the Department of University, Innovation and Digital Transformation of the Government of Navarre approved the Management Plan for the MRR project, titled "Plan for the Development of University Microcredentials". Additionally, by Resolution 233E/2024, dated 8 October, the Director General for Universities of the Department of University, Innovation and Digital Transformation of the Government of Navarre approved the text of the agreement with Public University of Navarre for the development of the MRR project known as the "Plan for the Development of University Microcredentials.”

Name of the initiative: Development of University Microcredentials at the Public University of Navarre

Summary: The project focuses on the development of university microcredentials, which consist of short training programmes (less than 15 ECTS) aimed at upskilling the adult population to meet the new demands arising from the digital and green transitions. The training will focus on the acquisition of specific knowledge, skills, or competencies and will be delivered in a flexible format that can be adapted to the various needs and time constraints of adult learners. It will include in-person, hybrid, and online learning options and will be structured modularly so that each course can be taken independently while also being combined and accumulated into broader credentials within a personalised learning pathway.

As part of the commitments to meet Objective CID 469, each autonomous community, in line with the distribution of budgetary credits, is required to issue at least 13 different training actions, leading to the issuance of at least 783 microcredentials in the case of the Community of Navarre.

The project must align with European and Spanish recommendations for the development of university microcredentials. In particular:

  • The offer of microcredentials must be aimed at the reskilling of the population aged 25 to 64.
  • The design of microcredentials must be explicitly focused on specific learning outcomes.
  • The issuance of microcredentials will be subject to a positive assessment of the knowledge, skills, or competencies acquired by participants.
  • The offer of microcredentials will be based on an assessment of the reskilling needs of the adult population, as well as those of productive sectors, public administrations, and social entities. This will ensure the planning and updating of relevant microcredentials for workers and their employers.

Public University of Navarre will delegate part of the activities to the University-Society Foundation (an in-house entity), a non-profit organisation declared to be of general interest for the development of Navarre’s society and economy and recognised as an instrumental body of UPNA.

Actions to be carried out:

Summary: This action includes all activities necessary for the organisation, production, and teaching of microcredentials. These training programmes may be in-person, blended, or online and must focus on the acquisition of specific knowledge, skills, and competencies required in the labour market. They will be short-format courses (less than 15 ECTS). The development of this provision will be subject to Articles 36 and 37 of Royal Decree 822/2021, which establishes the organisation of university education and the procedure for ensuring its quality.

Summary: To develop and deliver this training offer, complementary or instrumental activities may be required, such as training teaching staff in course design, pedagogy, and assessment in adult education, focusing on the labour market. This includes professional training in digital environments and/or using the flexible and modular formats characteristic of microcredentials. Additionally, it may be necessary to acquire equipment for the audiovisual production of virtual content or to develop the registration of microcredentials in Europass.

Summary: To identify the reskilling needs of adults, address these needs, coordinate collaboration, aggregate demand, and disseminate reskilling opportunities, mediation activities must be carried out between universities and productive sectors, public administrations, and social entities. Particular attention will be given to micro, small, and medium-sized enterprises, as well as self-employed workers, the third sector, and local administrations.

Summary: In general, the tuition fee for microcredentials will not be lower than 30% of the direct costs of production and delivery. For 25% of students, tuition may be free or offered at a reduced cost.  Grants or financial aid will be available for individuals with low incomes, those who are unemployed, or those facing other social vulnerabilities, facilitating access to reskilling opportunities. Low income will be defined according to income thresholds 1 to 3 established in the annual royal decree or regulatory instrument that sets the income and family wealth thresholds and the amounts for study grants and financial aid for the academic year. Other social vulnerability factors will be determined in accordance with Article 32.4 of Organic Law 2/2023, of 22 March, on the University System, or any subsequent regulation that replaces it.

Summary: The implementation of this project, which includes at least 13 training actions and 783 microcredentials, requires a set of management activities necessary for organising and delivering the training programmes and/or grants and financial aid.

Summary: Every project requires monitoring and evaluation. To this end, activities such as surveys, data collection, satisfaction reports and indicators, quality reports, performance indicators, assessment and an analysis of the training impact will be carried out. Work sessions will be held with the stakeholders involved in the creation of the UPNA microcredentials catalogue to improve the programme by identifying obstacles and challenges.
