EU law and the Spanish legal system (Law 5/2012 and Organic Law 1/2025) promote, as an alternative and complement to judicial proceedings, new conflict resolution methodologies in which the parties involved play an active role. Mediation stands out as a voluntary process in which a mediator, acting impartially and neutrally, facilitates communication and negotiation to reach agreements and improve relationships. Organic Law 1/2025 strengthens extrajudicial conflict resolution and encourages the use of Alternative Dispute Resolution (ADR) methods, such as negotiation and mediation.
Police mediation in community conflicts is integrated into the Spanish legal framework, which supports the role of the police in public safety and dispute resolution from a “community policing” perspective. This entails cooperation with social agents in the prevention and amicable management of community conflicts, contributing to the harmonisation of coexistence without undermining police authority.

Admission profile:
- Members of the Navarre Regional Police or Pamplona Municipal Police, aged between 25 and 64 years at the start date of the training.
If, after the admission process, there are still available spots, individuals under 25 or over 64 years old - at the start of the course - who meet the profile and access requirements may be admitted. These places will be assigned strictly in order of registration until the quota is filled.
Access requirements:
- High School Diploma, Intermediate Vocational Training Certificate, or equivalent (EQF level: 4).
Admission criteria:
Admission process conducted in collaboration with the Navarre School of Security and Emergencies, ensuring transparency in accordance with the principles of integrity and absence of fraud required by funding from European Union sources.
Once the course has begun, the final list of admitted participants will be published.

The final grade will be determined based on the following weighting:
- Final test with questions on micro-cases: 50 %
- Practical exercises on mediation case studies in presential sessions: 50 %
Obtaining the microcredential is subject to passing the enrolled ECTS credits, in accordance with Article 27 of the Regulations Governing UPNA's Own Degree Programmes.
Standard Tuition Fee: € 525
Tuition fee with a discount:
- € 157,5 - 70 % funded by European Funds for admitted participants who are between 25 and 64 years old at the start of the course.
- € 0 - Additional 30 % funded by the Navarre School of Security and Emergencies for individuals who meet the admission profile and are between 25 and 64 years old at the start of the course.
