Seminario de investigación. Switching to English to Attract Global Talent

Abstract:
When organizations’ demand for talent exceeds national supply, they could attract it from abroad. However, language differences often impede the match. In theory, both could communicate in the lingua franca. Using European higher education as a laboratory, we measure the performance and labor mobility effects of switching operations to English. Using a staggered difference-in differences design, we show that the number of top (Q1) publications by European universities’ new hires more than double after introducing a degree program taught in English, and international new hires drive nearly half of the effect, while a knock-on raising of the bar for new domestic hires accounts for the rest. The proportion of international new hires increases nearly a third of the sample mean. These performance gains must be balanced against other costs. For education policy makers, these include cultural preservation and supplying the native-speaking labor market.
