Seminario de investigación. The effect of public funding on Swedish innovation, 1970-2000

Abstract:

Public innovation funding has been frequently criticized for simply crowding out private R&D expenditure and thereby not generating additional innovation output. This paper will add to this debate by estimating public funding additionality in Sweden between 1970 and 2000, applying a two-step structural selection model. In the first step, the characteristics of innovative firms that apply for public funds are identified. In the second step innovation outcomes that were granted public support are compared to those whose requests were denied. According to the preliminary results firms that developed significant, energy, and collaborative innovations are 61%, 60% and 31% more likely to apply for public innovation funding, respectively. Top innovators are even 12 times as likely to pursue obtaining public financial support.

Short Bio:

Johanna Finks is Phd. student at the Department of Economic History, Lund University. She is actively involved in research projects that analyse the impact of government funding and innovation policy on technological advancements in Sweden. Her work also explores the sustainability of natural resource extraction, particularly in Norway. Johanna has contributed to several academic publications, including articles in Applied Energy and The Extractive Industries and Society. She is engaged in projects like SWINNO 3.0, which examines significant Swedish technological innovations from 1970 to the present.
