The Public University of Navarra  invites you to participate in the International Congress: "Five Years of the Application of 8/2021 Act: Lessons Learned and Challenges for the Future", which will take place at the UPNA from 22 to 24 April 2026.

Papers can be submitted and should address, in a broad sense, the rights of persons with disabilities. 2026 marks the twentieth anniversary of the 2006 New York Convention on the Rights of Persons with Disabilities, as well as the fifth anniversary of the approval of Law 8/2021 on reforming civil and procedural legislation to support persons with disabilities in exercising their legal capacity.

At the congress, those involved in providing support, as well as legal practitioners, will assess the current system in light of the past five years' experience and present future challenges.

It is well known that the varying degree to which legal systems adapt to the New York Convention results in diverse legal regimes, both domestically and internationally. This makes it necessary to address certain issues when people with disabilities move, change residence, or hold assets in more than one country. For this reason, the congress will also address their rights in various special civil rights in Spain and foreign legal systems in Latin American and European countries.

Accessibility issues and the extension of the principles derived from these standards to other vulnerable groups of people will also be addressed

Abstracts of paper proposals must be submitted individually via the conference website and registration form. Papers should be written in Spanish or English and should not exceed 3,000 characters, excluding the title. A basic bibliography is also required.

Proposals must be submitted by 15 September 2025.
