Full Professor of Applied Economics at the Public University of Navarre since 1995. He graduated in Economic Development from the University of Paris Panthèon-Sorbonne before being funded by the French Government for three years in order to obtain a Master of Sciences in Agricultural Economics from the Montpellier Mediterranean Agronomic Institute and then a PhD in Economics from the University of Alcalá in 1986. After passing a general public entrance examination, his name joined the aptitude lists for Principal Administrators and he worked as a European Commission civil servant from 1987 to 1992.
His research mainly centres on Regional and Agricultural Economics. He has around fifty research-based publications in the form of books and articles, most of which feature in the Social Science Citation Index. He has taken part in 16 mainly Spanish, but also two international, competitive research projects as both team member and principal investigator. He has supervised and co-supervised six doctoral theses. He has 30 years’ experience in research and thirty in teaching.
He was currently an external evaluator of the National Quality and Accreditation Evaluation Agency (ANECA), and from 2010 to 2011 he was a Member of Advisory Committee No. 8 of the National Research Activity Evaluation Committee (CNEAI). He has been an Evaluator of Research Projects for the Ministry of Science and Innovation in the Area of Applied Economics.
In 1986, his doctoral thesis came runner-up in the National Agricultural Publications Prize awarded by the Ministry of Agriculture. He won the Public University of Navarre’s Prize for research trajectory in 2004. From 1999 to 2012, he headed the UPNA “Public and Regional Economics” research group, classed as a group of National Excellence by ANEP in 2010. From 2002 to 2011, he was a regular visiting professor at the University of Rennes 1 and in charge of international mobility with the university. He has also spent short periods at the London School of Economics, funded by the UPNA. He belongs to a range of scientific associations. He was Executive Editor of the journal “Economía Agraria y Recursos Naturales” from 2003 to 2006.
Between 1988 and 1989, he was Director of the Government of Navarre’s University Teaching and Research Service. Between 1989 and 1999, he was Head and Deputy Head of the Department of Economics for a total of 7 years. He was a member of the UPNA Research Committee from 1999 to 2011. He has been Vice Chair of the Spanish Association of Agricultural Economics, and was a member of the Governing Board of the Spanish Regional Science Association from 1990 to 2007 and its secretary from 2008 to 2012. From 2005 to 2012, he represented the UPNA on the Government of Navarre’s Social Council of Territorial Policy. He was the Public University of Navarre’s Vice-rector of Economic Matters, Planning and Quality from June 2011 to June 2015.
