Doctor en Ciencias Económicas por la Universidad del País Vasco. Catedrático de Economía Aplicada en la Universidad Pública de Navarra. Dirige el grupo de investigación en Economía de la Salud en esa Universidad. Ha sido director del Departamento de Economía y vicerrector de Planificación y Prospectiva de esa Universidad, miembro de la Junta Directiva de la European Public Health Association, presidente de la Sociedad Española de Salud Pública y Administración Sanitaria y de la Asociación de Economía de la Salud, director general del Departamento de Salud del Gobierno de Navarra y de Información Sanitaria del Departamento de Sanidad del Gobierno Vasco. Ha sido profesor en las universidades de Sevilla, Zaragoza y Deusto. Profesor visitante en las universidades de Newcastle, York y Kent (Canterbury) en el Reino Unido. Asesor temporal de la Organización Mundial de la Salud (OMS) y del Banco Interamericano de Desarrollo (BID). Profesor Honoris Causa por la Universidad Isalud (Argentina). Tiene múltiples publicaciones en Economía de la Salud, Evaluación Económica de Tecnologías Sanitarias, Financiación Sanitaria y Economía de la Atención a la Salud Mental.

Pamplona, Spain (1950), married, 2 children. Doctor in Economics, has been lecturer in Economics in the universities of Seville (1973-1977), Saragossa (1978-1983), Deusto (Bilbao) (1984-1991) and Public of Navarre (UPNA) (1991-).
PhD in Economics, University of the Basque Country (1983). Professor of Applied Economics at the Public University of Navarra, working in Public Sector Economics and Health Economics. Director of the Health Economics research group at the Public University of Navarra, very active in research projects at national and international levels, doctoral theses and participation and organization of national and international conferences. He has multiple publications in Health Economics in books and scientific journals on Economic Evaluation of Health Care Technology, Regional Health Care Financing, Mental Health, and Equity. Referee of scientific journals and research projects.
He has been Vice rector of Planning and Prospective of the Public University of Navarra (2003 to 2007). He has been president of the Spanish Association of Health Economics, President of the Spanish Society of Public Health and Health Administration (SESPAS) and member of the Board of Directors of the European Public Health Association (EUPHA). He was General Director of the Department of Health, Government of Navarra and General of Health Information Department of Health of the Basque government. Visiting researcher at the Universities of Newcastle, York and Canterbury in the UK. Adviser to the World Health Organization (WHO) and the Inter-American Development Bank (IADB). Member of the EuroQol Group and the International Health Economics Association. He was awarded with the title of Professor Honoris Causa in University ISALUD, Argentina in 2014.
