The Public University of Navarre is the highest institution of education in the community. Historically, the local governmeant has always actively participated in the Education Administration. Navarra was among the first communities to install the new Education Reform Law (LOGSE) promoting quality and the concept of bilingualism in education - Spanish and Basque - as well as paying special attention to sport facilities. At present, there are a total of 350 primary and secondary schools financed by the administration in Navarre.

As it is well known, there is another university institution in Navarre, the University of Navarre. It is a private institution belonging to the Opus Dei organisation.. The Open University (UNED) has a branch in Pamplona sited in the El Sario building and there is an extension in Tudela. There is an average of 3000 students enrolled every year.

Within this educational context, stands the Public University of Navarre. In 1987 the Parliament of Navarre created and took on the responsability to finance the project in order to provide a greater offer of university studies that until then, was scarce and issued by public centres insufficiently coordinated.

A fourth of the population is made up by students and 20% of them are university students. The Public University of Navarre as the last stage in the educational process of the people of Navarre contributes to its highly developed educational system.
