It is the maximum body of staff representation in the University entrusted to establish the general principles of action in the different areas and to supervise the management of the University.The Rector is the chairman and there are 150 members of them 90 are permanent lecturers, 7 non-permanent, 41 are students and 12 are administration officers.

The functions of this board is to elaborate and reform the Statutes, to elect the Rector as well as to revoke the decision if necessary and to establish the principles of action especially in teaching activity, research work and administration.

This body ensures the participation of the society in the governing and administration of the University. It includes twenty members of which 12 belong to the different social sectors and eight to the University. The Rector, the Secretary General, the Executive Director and five members from the Governing Board are the university representatives in the Social Advisory Board.

The social sector is composed of five members designated by the Parliament of Navarre; four belong to the Government of Navarre and the rest to the most significant union and business organizations.

The most important function of this board is related with the economic issues of the University. In this sense, it deals with the university budget, short term plans for the university and the supervision of all the economic activities and service efficiency assessment. It is also committed to the promotion of the collaboration of society in the financing of the University.
