The Rector is the maximum authority of the University elected by the Staff Representing Board from among all the senior professors of the University for a four year term.

He has mainly a representative task for instance, when presiding university events. In other occasions, he acts as chairman when the Staff Representing Board or Governing Board are called to meeting and has to validate the agreements of these boards and those of the Social Advisory Board. In his name the calls for the new teaching and administrative posts are made. All the certificate and diplomas are issued in his name too.

The Rector names and may revoke the vicerectors, Secretary General, Executive General and all the colaborators he may believe necessary.

It is made up by the Rector and the members he elects which are his Vicerectors, the Secretary General and the Executive General. The Vicerectors assist the Rector in the governing of the University, coordinating and directing the activities that are assigned to them and occasionally the Rector will delegate to them certain performances.

The Secretary General certifies all the actions and agreements resulting from the governing bodies of the University except for the Social Advisory Board. He is responsible for the writing and keeping of the records of these agreements as well as for issuing any written authorization or notification in the name of the University and managing the registration office.

The Executive General is designated by the Rector in accordance with Social Advisory Board. He acts as the manager of the all the administrative personnel, directs all the administrative services and economic issues, the university budget and assets. Also he elaborates the short term plans for the University and the preliminary annual budget plan.
